The Commission on Audit just released its Report on Salaries and Allowances (ROSA) of 2019, which summarizes the salaries, allowances, bonuses, and benefits of principal officers and members of GOCCs, focusing on the top three highest positions of the various GOCCs, their subsidiaries, and water districts (WDs), as well as secretaries, undersecretaries, assistant secretaries and other officials of National Government Agencies (NGAs). The report also covers the salaries of high ranking officials from state universities and colleges (SUCs) and other stand-alone agencies (SAAs).

A total of 8,930 government officials and their salaries are mentioned in the report, with the majority coming from WDs and NGAs. The ROSA doesn’t cover the salaries of elected officials, instead focusing on appointed officials from departments like the Supreme Court, presidential commissions, state-owned banks, state-owned schools, offices of the vice president and president, and more.
